AWS has reported that the issue has been resolved and our internal monitoring is showing that your site is recovering and will be fully operational again shortly, if it is not already.

Fatal error: $CFG->dataroot is not configured properly, directory does not exist or is not accessible! Exiting.
It appears that AWS is having some network connectivity issues for some instances and increased error rates and latencies for the EC2 APIs within the US-EAST-2 Region.
